Which of the following most accurately describes the problem?

TRAFFIC levels in London reached all-time record levels last month, according to the Greater London Council.

Automatic traffic counters show that 414,000 vehicles crossed nine key points in Inner London every weekday. This was an increase of 11,000 over the same period last year.

This is the first time that figures have exceeded those current before the 1973 oil crisis, but GLC cannot say why this has happened.
