Which of the following most accurately describes the problem?

• London Transport's 23,000 busmen have won a beat-the-freeze pay deal worth £4 million. Although the agreement was signed last Friday it was not revealed until Tuesday, after Mr Heath's 90-day freeze began.

Fare rises now seem inevitable after the freeze is lifted to pay for the £2.50 a week rises. The deal includes a50 good behaviour allowance. Staff who are not reported more than four times for breaches of conduct within the next 12 months will receive a £50 lump sum before Christmas 1973.
