Which of the following most accurately describes the problem?

• At Perth Sheriff Court on November 23, a test case is to be heard which will decide whether passengers travelling on coaches will be legally entitled to buy alcoholic drinks.

The hearing follows a police raid in Perth on March 5 this year, when beer and spirits were removed from a coach operated by Hicks Coaches, Accrington, Lanes, on the grounds that the operator was selling alcohol without a licence. The company and its driver have been charged with trafficking in liquor in Perthshire without a certificate under the Licensing (Scotland) Act, and have pleaded not guilty.

Since the incident most English operators have withdrawn bar facilities on Scottish tours until the outcome of the test case is known.
