Which of the following most accurately describes the problem?

• Within five years the prototype of the Government-sponsored quiet heavy lorry is likely to be on road trials, travelling at a noise level no higher than that of a current family saloon. This news was given by Mr Eldon Griffiths, DoE Under Secretary, when he spoke at the annual dinner of the Garage Equipment Association.

The vehicle was being developed at considerable cost, he said.
