Which of the following most accurately describes the problem?

• The DoE announced on Wednesday an increase in the number of permits available for British road hauliers to enter the Federal German Republic. The new quarter year begins on January 11973.

For the last three months of 1972 1080 permits have been made available compared with 937 for the same period last year. The general quota for 1973 has not yet been finalized but an interim increase of 15 per cent on a monthly basis has been agreed for the early part of next year. The total general quota for the year ended September 30 1972 was 3750. Despite the interim nature of the increase a few additional firms can be admitted to Anglo-German road haulage including transit traffic to third countries.

Application forms are available from the Northern Traffic Area Office, Newcastle upon Tyne, and should be returned to that office by November 27.
