Which of the following most accurately describes the problem?

• Details of the Community quota for hire and reward traffic have been made available by the DoE in an explanatory memorandum. Copies of the memorandum,together with an application form, are being sent automatically to operators who already hold French. German or Italian road haulage permits. However, the DoE stresses that the arrangements it is making are provisional only and there is no guarantee that an application will be followed by an authorization.

This is because discussions in Brussels about the extension of present experimental arrangements, due to expire on December 31, have not yet been concluded. In any event, consideration will be given only to operators who can satisfy the DoE that they have an adequate network of contacts, agents, associates or subsidiaries in at least two of the other eight member States to enable them to make extensive multi-country use of Community authorizations.
