Which of the following most accurately describes the problem?

A' agreement covering rates of pay and conditions of services of the operating and other wages, grades employed by the Road Haulage Executive has been signed by the R.H.E.. the Transport and General Workers' Union,. the Scottish Horse and Motormen's Association, and the United Road Transport Workers' Association.

This is the first national -agreement. for the drivers, mates, bank staff and ancillary workers, of whom there are nearly 50,000. It provides for a revised schedule of wage rates, a guaranteed week of 44 hours, the payment of overtime at the rate of lime-and-a-quarter for the first six hours and time-and-ahalf thereafter, holidays with pay, and other conditions previously provided under the Orders of the Road Haulage Wages Council.

The agreement operated from October 23.

An increase of 7s. a week in wages is proposed in R.H. (35) for adult workers employed by Aand B-licensees, including furniture removers. Youths driving vehicles of one ton or less, or employed as mates, are to receive increases generally ranging from 3s. 6d. to 6s. a week, although in the provinces, boys under 16 years of age will be paid another 2s. 6d. and those under 17 years, 3s.

R.H. (35) is only a proposal and has yet to be ratified by the Minister of Labour.
