Which of the following most accurately describes the problem?

A SOLUTION to the 4m trailer height controversy faces a delay of up to two months while the European Commission consults with member states.

The EC’s Technical Committee on Motor Vehicles (TCMV) has approved an increase to the Small Series Type Approval exemption from the Masses and Dimensions Directive. This will allow member states to each build up to 2,000 trailers and rigids at 4m-plus height per year. The directive currently allows a maximum 250 vehicles a year.

Chris Yarsley, European affairs manager for the Freight Transport Association, says the consultation document incorporates other matters discussed at the TCMV. “We don’t anticipate any problems – a non-response will be counted as ‘yes’. It won’t affect the situation because the changes don’t happen until 2013.” He believes the issue will be dealt with before the European Parliament’s summer break.
