A RECOVERY OPERATOR running 50 vehicles has been given an additional 0-licence on the condition it appoints a second transport manager to relieve the pressure on the existing manager.

DH Mansfield must now nominate a new transport manager within 90 days in addition to chairman and MD Darrell Mansfield.

The company had applied for a new national licence for five vehicles and two trailers based at Stokeon-Trent and Birmingham before Deputy Traffic Commissioner Roger Seymour.

Mansfield said he was already the nominated transport manager on a licence for six vehicles and three trailers held in the North-West,which authorised two operating centres.

The company operated a fleet of about 50 vehicles. Some of these, which were normally used on recovery duties and were therefore exempt from 0-licensing, were occasionally used on work requiring an 0licence. On occasions it was necessary to deliver vehicles as well as recover them.The firm also moved equipment and plant for the Health and Safety Executive following industrial accidents.

The DTC was concerned that in addition to being transport manager, Mansfield was also running a complex business. and Birmingham was a fair way from the North-West.

He felt the best option was for Mansfield to remain as transport manager on both licences,but with a local transport manager on each licence so there would always be someone on site to deal with matters as they arose.

Mansfield said they had a training programme where each depot manager was undertaking the CPC examination; when successful, they would be nominated on the licence. Three members of staff were currently awaiting their examination results.
