Which of the following most accurately describes the problem?

As no passengers are picked up, on a purely delivery route (once operated by LCVs), can you tell me if this is in order, as I understand stage carriage vehicles pay less than us for diesel and road fund licences?

A If the bus is being used

for the carriage of goods, and not for the carriage of passengers, it cannot be described as a PSV and cannot claim any of the advantages gained by PSV, namely fuel and road tax.
