Which of the following most accurately describes the problem?

BACK-UP vehicles must be Inspected and maintained in a roadworthy condition, emphasised North Western Licensing Authority Martin Albu when Kenneth Hyde, trading as C A Hyde & Son, sought to renew his national licence for four vehicles.

Albu said the Traffic Area had found difficulties in getting in touch with Hyde, who had applied for operating centres at Hadfield and Marple Bridge.

Hyde said he now only required two vehicles. He had been given notice to quit the Hadfield site and he intended to use only Marple Bridge.

Evidence was given by a vehicle examiner that when he inspected Hyde's two vehicles, one was free from serious defects and the other given an immediate prohibition. The condition of the latter vehicle was due to lack of use rather than neglect, as it had been parked up for long periods.

Hyde said that for the time being he was only running one vehicle, the other was a back-up.

The LA pointed out that even though a vehicle might not be used very often, its condition could deteriorate. He granted a licence for two vehicles based at Marple Bridge, and warned Hyde that he must keep a record of all maintenance carried out.
