SCOTTISH Licensing Authority Keith Waterworth has granted authority for the continued use of an operating centre although it is not at present being used by the operator concerned and despite environmental representations.

A McKay and H Irvine, trading as Clayland Dairies, had applied to renew a licence for eight vehicles with an operating centre at 45 Lochrin Place, Edinburgh. The application attracted 13 representations on environmental grounds.

Evidence was given by Alasdair McKay that Lochrin Place was not currently used as an operating centre as the vehicles concerned were at present specified on a licence held by Clayland Dairies Ltd with an operating centre at Lower London Road. The continued use of that site depended upon the limited company keeping a milk distribution contract. If that contract were to be lost, vehicles would be moved to 45 Lochrin Place.

The representors were concerned about the adverse effects that might follow any resumption of the use of Lochrin Place. In particular, they expressed concern about vehicle noise early in the morning; damage to pavements and so on by manoeuvring vehicles: smell from diesel engines; and parking problems.
