CARDIFF haulier Robert Pembridge has had his licence revoked by South Wales Licensing Authority John Mervyn Pugh.
Pembridge had been given a final warning at disciplinary proceedings in December 1988, following a conviction for overloading. Since then, he had been convicted of the unauthorised use of a vehicle and of two overloading offences, and his vehicle had attracted two prohibition notices.
In evidence, Pembridge said that his main work was the carting of hay and straw. The weight of bales varied enormously and it was very difficult to judge axle weights.
He had now removed the rack from over the cab, so that it was impossible for the axles to be overloaded. He admitted that all the fines had not been paid, saying that he had to look after his wife and family first. The loss of his licence would make life extremely difficult.
Mervyn Pugh revoked the licence and said he could have taken a more lenient view if Pembridge had accepted his responsibility to pay the fines. However, he had not and they had been outstanding for months.
