North Eastern Deputy Licensing Authority John Hampton made this ruling when he decided that a representation from the River Authority, against the renewal of a licence held by John Hellewell, trading as Jay Jay Trucking, of Doncaster, was invalid. The River Authority had been concerned about a flood bank on the River Trent being damaged by the passage of Hellewell's vehicles along it in order to gain access to his operating centre at Belton. The NRA pointed out it was responsible for the maintenance of the flood bank and for what happened to the river.

Hellewell was seeking renewal in respect of four vehicles and trailers, with two vehicles and trailers based at Common Farm and the rest and the premises of Judge Transport, at Sandtoft Airfield.

Hampton did not feel that it would be reasonable to attach any environmental conditions.
