Which of the following most accurately describes the problem?

• Public service company Cory-Onyx has changed its name to Cory Environmental Municipal Services, following the acquisition of General Contracting.

The takeover has enabled CEMS to expand into the North-East and Northamptonshire, with three depots and a head office gained from General Contracting to join sites at Bromley in Kent, London and Waveney in Suffolk.

General Contracting's 40 vehicles, ranging from tractive units to refuse collectors, and 110 staff will join the CEMS network.

All of General Contracting's contracts have been taken over. They include refuse collection in Wansbeck, Northumberland; street cleansing in Sedgefield, County Durham, and mechanical street sweeping and gulley cleaning in Staffordshire.

CEMS general manager Mike Blundy says that the company is now considering a partnership with a private firm or a local authority management buyout team.
