Which of the following most accurately describes the problem?

THE WHITE PAPER on future roads plans will be published in May, according to Mr Nor man Fowler, the Transport Minister. Announcing this in the Commons, he said that it would set out the results of his review of the trunk road programme.

Spending on the construction of motorways and trunk roads in England during 1980-81 was put at £302 million by Mr Kenneth Clarke, in the Commons.

Maintenance would take £91 million — all figures at 1989 survey prices.

The phasing-out of road construction sub-units is plan ned by the Minister. He told the Commons that their work would be transferred to con sultants, who had a larger part to play and also to agent authorities where the case made by county councils clearly made good sense.

His Department was proceeding with a detailed action study to provide the basis for decisions implementing his policy.
