Which of the following most accurately describes the problem?

BRITISH RAILWAYS had to turn away £10 million to £15 million worth of profitable. freight traffic, due to the lack of locomotive power, claimed Opposition transport spokesman Mr Albert Booth in the Commons last week.

He was reminded by the Transport Minister, Mr Norman Fowler, that permission had been given for 25 freight locomotives to be built, though 16 only had been built. That, said Mr Fowler, was not a matter for Government, but for British Railways.
