A VEHICLE examiner told the Eastern LA at Norwich last week that when he examined an operator's vehicles he had to share the premises with pigs and sheep. Conditions were appalling, said Mr Brian Goffin, who added that an inspection pit was waterlogged and the floor covered in muck.
The LA. Mr H. E. Robson. was hearing an application by George Dennis Walker, of Framingham Pigot, Norwich, for a new licence to replace an expired one for four vehicles and four trailers.
Questioning Mr Goffin, the LA said that while the examiner had described the conditions as appalling there was no evidence that the premises were unsuitable and in fact only two minor defects had been found on vehicles. Mr Goffin replied that in 23 years he had never met a fitter who would have been prepared to work under a vehicle in the conditions he had found and most of the inspection work was carried out at the premises.
Giving evidence of four records offences, a traffic examiner said there was also a conviction for the unauthorized use of a vehicle prohibited by the LA following a public inquiry in June last year. When he had put this matter to Mr Walker he was told that Walker had a contract to carry apples which required six weeks' notice to terminate and he had been unable to do this. However, the apple producer had denied any contract.
The examiner said Mr Walker appeared to dislike all clerical work and this together with the employment of casual drivers had made it virtually impossible to complete inquiries.
Giving his decision Mr Robson said he would grant a licence, three vehicles and three trailers, for 18 months only and regard it as a probationery period.
