Which of the following most accurately describes the problem?

BUS FARES in parts of Yorkshire are to be raised by around 10 per cent following a two-day public sitting in Leeds last week when the Yorkshire Traffic Commissioners granted as applied for an application by the West Yorkshire Passenger Transport Executive to revise its existing fare scale.

The only objection was made by Bradford Joint Tenants' Association, on the grounds that the proposed increases were unfair as they would mean an average 16 per cent rise in bus fares in the Bradford area.

However, the Commissioners decided to grant the application, saying the new fares could be introduced on any appropriate day after July 1 in Calderdale and Kirklees and on May 12 in Leeds and Bradford. Referring to the objection, Mr R. Thornton, the chairman of the Commissioners, said that the Commissioners felt that the proposed increases were not unfair as fa r as Bradford was concerned and that, in fact, Bradford was probably in a better position because there had not been any fare increases since 1973.

In support of the application it was said that the PTE was faced with a serious financial situation and that even taking into account a grant from the PTA there was still a further £1,526,000 needed to break even in this financial year Mr Thornton said that the Commissioners believed the increase to be justified.
