Which of the following most accurately describes the problem?

AAccording to the Ministry of Transport

census in the third quarter of 1967 there were 14,102,000 motor vehicles licensed for use compared with 13.286,000 in 1966. This represents an increase of 816,000 vehicles or 6.1 per cent, constituting the largest increase since 1964.

The number of goods vehicles in 1967, with the corresponding figures for 1966 in brackets were as follows: Not over 14tons unladen weight 874,000 (845,000); over if tons but not over 3 tons unladen 241,000(247,000); over 3 tons unladen weight 407,000 (385,000): total 1.522,000(1.477.000).

From the latter figures it will be seen that the number of vehicles likely to be affected by the proposal to make the fitting of recorders or tachographs compulsory on all goods vehicles over 30cwt unladen weight is now 648,000 compared with the 1966 figure of 632,000 given in Q and A on March 29.
