Which of the following most accurately describes the problem?

So the Scottish Road Passenger Transport Association is to have an LT1sterman as its president for the coming year. And not an expratriate Irishman living in Scotland, but R. W. Adams, Belfast's general manager.

It is something of an historical accident that Belfast should be a member of the Scottish association; originally the Northern Ireland capital was included in area C (North-West England) of the municipal set-up, but a Belfast g.m. felt a closer natural kinship with Caledonia and managed to have Belfast transferred to area A (Scotland). Whereupon the SRPTA duly altered its rules to admit Belfast to membership.
