Which of the following most accurately describes the problem?

Railway Transport Bill (Northern Ireland) is to provide for the establishment of a Road Transport Board and for transference to that Board of various road-transport undertakings and interests. Other proposals are to amend the Jaw with respect to railways and canals. The members of the Board are to be persons with a wide experience and who have shown capacity in transport, industrial, commercial, agricultural or financial matters, or in the conduct of public affairs.

The Board is required, within .six months from the time the Act Comes into operation or within such longer period as may be allowed, to acquire road motor undertakings operated for hire or reward in Northern Ireland, including the passenger and freight roadtransport Services of any railway company. The exceptions are: the roadtransport undertakings of the Belfast Corporation, the Londonderry and Lough Swilly Railway between Londonderry and Donegal, passenger vehicles

carrying not more than six persons and the driver, local carriers in Belfast and Londonderry, the carriage of goods by merchant or manufacturer in his own vehicles, the transport of furniture by a remover or storer, hotel buses, motor hearses, motor vehicles carrying goods for demonstration by motor agents, etc„ and the carriage of goods by a farmer for his neighbours, if such goods be agricultural goods or for use in connection with agriculture, and for persons within hall a mile of the residence of the vehicle operator.

The Board and railways are required to conduct their respective undertakings to obtain proper co-ordination with the object of preventing wasteful competition.

After the Board is set up, no one will be permitted to use a motor vehicle on any public highway for the conveyance of passengers or luggage, or merchandise for hire or reward, except with the consent of the Board and the approval of the Ministry of Home Affairs,
