Which of the following most accurately describes the problem?

ON behalf of the coach owners on the Island, the Isle of Man Car and Motor Hirers Association is endeavouring to obtain permission to introduce vehicles to seat 28 persons, instead of . 20 as at present. The issue has been debated before a committee of the House of Keys,

Mr. E. Fargher, on behalf of the AssociFtion, said that, now the roads were in first-class condition and the damage caused to them by heavy , motor traffic was reduced, vehicle owners felt that 28-seaters should be permitted. The chassis of a 20-seater coach was constructed to carry a 26seater body,' whilst the chassis of a 32seater stage carriage was the same as , that for a 28-seater coach body.

Mr. R. H. Cubbin, secretary to the Highway,Board, explained that no new 28-seater vehicles werelicensed after, 1927, and none was left on the road after 1932. The principal reason for reducing the seating capacity to 20 was that the roads were not considered •to be strong or wide enough th carry -these heavy vehicles. The total•nureher .af hackney vehicles was 377, with a total carrying capacity of 3,936persons. There were 87 stage carriages, with a carrying capacity of 2,234All vehicles were inspected and in many cases the chassis found too light.
