and Wales show that in the fourth quarter of 2004 company liquidations declined by 11% year on year. However, the number of individual insolvencies sole traders, bankruptcies and individual voluntary arrangements (IVAs)increased by 34%.

This partly reflects the introduction of IVAs which allow small businesses to wind up their operations without the stigma of bankruptcy as long as they reach a formal arrangement with their creditors.
