Which of the following most accurately describes the problem?

THAT 17s. 11d, is still with us! The account just published of I loans to nationalized transport undertakings shows the amount of commencing capital debt of the British Railways Board for 1965/66 as £857,110,641. But in brackets, the accountants admit they have fiddled the books. Even that nine-digit sum does not, we are told, include the suspended debt of £704,951,056 and, you-know-what, 17s. 11d. If we all wait long enough it could be someone's all-numerical telephone number one day. But really—do the figures mean anything to anybody any more?
