Which of the following most accurately describes the problem?

AN application by a hire firm to change its condition of licence for goods vehicles was opposed at Oxford this week by 13 objectors including British Railways and British Road Services.

Because of the number of objectors the hearing was adjourned to a date yet to be fixed.

The firm of Alfred Betts, the Garage, Chadlington, Oxfordshire, is applying to the East Midlands L.A. to vary the licences of five vehicles from C hiring to B.

Mr. Patrick Wheeler for the applicant said that some companies served by Mr. Betts would prefer him to operate on B licences. It would make their administration easier and would mean that Mr. Betts—and not the companies—would be responsible for the maintenance of the vehicles and the supply of drivers.
