Which of the following most accurately describes the problem?

THE pace of contract A licence switches grows this week, with Green's Hauliers (Stoke on Trent), Ltd., seeking a new A licence for 17 contract vehicles (Wit) in the North West; Double Ess Transport, Ltd., to add eight contract vehicles to their A licence in Yorkshire; and W. and J. Wass seeking to add five to A licence and two to B licence in the West Midlands.

A four-vehicle switch to A licence sought by Wilfred Harrison (Transport), Ltd., has been refused by the Yorkshire licensing Authority. Other major applications include an A variation to add 10 vehicles by Bennett Bros. (Bacup), Ltd., in the North West; and a host of new A licence applications by British Railways following reorganization of their London Midland Region.

There are two applications to move vehicles into other traffic areas. Ameys Transport (Oxford), Ltd., seek a new A licence at Frome for six, vehicles now based in the South Eastern area, and Archbolds (Freightage), Ltd., have applied for a new A licence in Leeds for a West Midland based vehicle.
