Which of the following most accurately describes the problem?

• Scania is poised to become the first truck manufacturer to offer a diesel engine in the UK that will qualify for a £1,000 VED "green rebate" without using a particulate trap.

The Swedish company's P114-340 twin-steer tractor has successfully passed emission tests at the Millbrook proving ground in Bedfordshire. Now Scania expects the Department of Transport to issue it with a certificate of compliance. This will allow Scania to sell any vehicle fitted with the Euro-2, 11-litre DC11-0l engine with a certificate enabling the operator to claim the £1,000 green VED rebate— as long as the truck is run on ultra-low-sulphur diesel.

Scania's technical manager Clive Burnet says: "Scania has always sought to combine maximum operating efficiency with environmental best practice."

Until now the only vehicles qualifying for a green VED rebate have been equipped with particulate traps or CRTs.
