By Joanna Bourke HAULIERS STRUGGLING to cope with soaring fuel costs face another financial kick in the teeth after Vosa increased annual test fees and 0-licence costs.

From 13 July, the cost of an annual HGV test will rise by about 5%, while 0-licence fees will rise by 5% from 1 August.

A spokesman says the aim was to "keep testing as cheap as possible for operators".

The cost for a two-axle HGV will rise from £49 to £51; threeaxle HGVs will go up from £70 to £73; and four-axle trucks will rise from £91 to £96. Trailer tests will also go up in price. Single-axle will go up £1 to £25, two-axles up £2 to £38 and three axles up £2 to £48.

Operators applying for an 0-licence from scratch will face a £9 increase in application costs, to £238. If the application is granted, the grant fee will go up from £354 to £372. Then there will be a fee for the number of vehicles.

Vosa says the income will be re-invested to cut servicing time for HGVs from 90 to 72 minutes.

In light of the rising fuel costs, Richard Pryce, transport manager for HW Pryce & Son, believes the extra cost is another factor that will add to the financial instability of the industry.

"It's easy for them to put their costs up. They don't have to negotiate. I wish that we were in the same position."

Referring to the fact that in the space of one year. his customer quotes have had to go up by 40%, Adam Carter, operations manager for WR Carter & Sons, considers the increased test fees another cost burden.

The transport contractor group will have to pay for 12 HGVs and 16 trailer tests: "Customers think we're greedy; but this is another example of extra costs for hauliers."
