Which of the following most accurately describes the problem?

AN appeal by Graham's Bus Services Ltd. against the decision of the Scottish Traffic Commissioners granting to the Western S.M.T. Co. Ltd. a variation of conditions for a stage carriage service between Glasgow and Ardrossan to authorize a deviation of route within the City of Glasgow, has been dismissed by the Minister of Transport.

The Minister agreed with his inspector that the main advantage of the diversion of the Western S.M.T. route was the direct service which it could provide to Paisley and beyond for people north of the Clyde. He did not consider that the arguments advanced on traffic grounds, whether for or against the diversion, were in this instance crucial. The Minister felt that the appeal was lacking both in evidence from the public in support of the diversion and in clear evidence from the objectors that the diversion would be likely to harmfully abstract from their service.
