at Liverpool to secure a clear-cut ruling as to the liability of the carrier for loss or damage on road-hauled raw cotton, in cases where the risk is not covered by the Government.This, of course, does not arise in the case of chartered, vehicles because the carrier is given no option what he should carry. Pool vehicles are, however, in a different category, and the owners think there should be a more precise definition as to the liability which falls on them.
