Which of the following most accurately describes the problem?

Minister of Transport in three large groups of appeals against rulings of the East Midland and Eastern Traffic Commissioners, the • age limit for the free carriage of children is to be three years, instead of five.

In the first group, the L.N.E. Railway Co, appealed against the. East Midland Traffic Commissioners' action in allowing Enterprise and Silver Dawn Motors, Ltd., to carry children free of charge up to the age of five years.

The second batch comprised appeals by the Eastern National Omnibus Co., Ltd., against grants by the East Midland Commissioners to the United Counties Omnibus Co., Ltd., and by the " United Counties " against conditions attached to backings granted to it by the Eastern Commissioners. In these cases, conflicting decisions were given by the two bodies of Commissioners as to the conditions governing children's fares.

The third group of appeals was by the L.M.S., L.N.E. and G.W. Railway companies against the fixing by the East Midland Commissioners of five years as the age limit for free travel on excursions and tours.

The Minister has made orders changing the limit to three years. In addition, in Group 2, he has decided that no child shall be carried free unless accompanied by an adult, that scholars' tickets at reduced fares for children of 14-16 years shall be available for journeys to and from school only during term time, and that the minimum fare for children shall be hi.
