Which of the following most accurately describes the problem?

I READ WITH interest Will Shiers' comments on cycling safety (CM 20 December 2012) and, while I agree with him that wearing helmets should be mandatory, he asked for any reasons why this should not happen.

Unfortunately there is one major facility in London that will never let this happen: Boris Johnson's baby, the cycle hire scheme.

The whole basis of the scheme is that anyone can jump on and off one of these bikes for a short trip.

Users will never be carrying a helmet and it would be impossible to leave one with each bike.

While on this subject, the opera- tor's panel verdict in the same issue covers the views of most operators; but once again, the Boris bikes will stop high-vis cloth- ing becoming compulsory. This is a shame as cycling can be beneficial to London's travel, but it must have a 'safety first' tag, which the freight industry is totally supportive of.
