Which of the following most accurately describes the problem?

• Under current proposals nine out of 10 endorsable and non-endorsable offences could be dealt with by fixed-penalty tickets issued to the driver by Vosa or the police at the roadside.

• The suggested penalties, depending on the seriousness of the offence, will be £30, £60. 2120, and £200.

• Drivers who cannot provide a UK address will have to pay a deposit of £300 per offence up to a maximum of £900 for three or more offences. Vosa and the police will be empowered to impound the vehicle if the deposit cannot be paid.

• Implementation was scheduled for spring 2008 but is now unlikely before the autumn.
