Which of the following most accurately describes the problem?

II Aberdeen City Council has taken a triaxle drawbar trailer from King Trailers to transport its road rollers and paving machines to worksites.

Previously the council's plant would have travelled on the road at a maximum speed of 15mph, holding up city traffic. The new trailer saves the council time and reduces the wear and tear on its plant fleet caused by road travel, as well as cutting congestion.

The trailer is hauled by a Foden A3-6RT 6x4 tipper and has a 172-tonne payload. It's fitted with 3.75m hydraulic double-folding ramps and is equipped with low-profile tyres to provide a 9° load angle.
