Which of the following most accurately describes the problem?

• As predicted in CM, December 6, Robert Maxwell has chosen National Carriers Contract Services to distribute his new 24-hour newspaper, the London Daily News.

A new joint company owned by Robert Maxwell and NCCS, and operating within National Carriers, will undertake the contract, which ranks alongside NCCS' largest.

Doug Cartin, currently based at NCCS' Kings Cross office, will be operating head of the new contract He will report to a company chairman, as yet to be appointed, who is likely to be nominated by Robert Maxwell.

NCCS confirms that it has placed substantial orders for new vehicles for the contract, and is appointing new staff. The exact numbers of new vehicles and extra staff have yet to be decided.

Maxwell is still in negotiations with the union Sogat '82 about the distribution of the London Daily News in the centre of London, and until those talks are resolved, NCCS cannot be sure of what proportion of the 500,000 daily print run it will distribute. Whatever happens in Maxwell's talks with Sogat '82, NCCS will be responsible for the distribution of the paper in the outer regions of London.
