Which of the following most accurately describes the problem?

TRANSPORT Minister Norman Fowler now has full Cabinet status following the Prime Minister's Cabinet reshuffle earlier this week. Mr Fowler previously had a place in the Cabinet but not a seat.

The day to day running of the Department of Transport will not alter greatly due to the appointment which gives Mr Fowler a boost in salary from E16,250 to £23,500 per annum.

Welcoming the move, which restores the Minister's status to that of his Labour predecessor William Rodgers, a Road Haulage Association spokesman said: "The louder the voice that transport has, the better."

In common with the Freight Transport Association, the RHA feels that transport is an important enough subject to warrant Cabinet status.
