IN THEIR report to Transport Minister Norman Fowler for the year 1979/80, the Traffic Commissioners listed the following legislation changes in the last year of coach licensing.

• The psv (Conditions of Fitness, Equipment and Use) (Amendment) Regulations 1980 (Si 1980/141).

• The Minibus (Conditions of Fitness, Equipment and Use) (Amendment) Regulations 1980 (Si 1980/144).

These amendments updated the requirements relating to fire extinguishing apparatus and first aid kits.

The Public Service Vehicles and Trolley Vehicles (Carrying Capacity) (Amendments) Regulations 1980 came into operation last February. Most important of the minor changes here was to allow three children to occupy two adult seats on any psv and not simply on those carrying children only.

This does not apply to vehicles operated under the provisions of the 1977 Minibus Act. The Commissioners reported no significant change in psv operating and maintenance standards, but noted a slight increase in vehicle spot-checks.

The shortage of vehicle examiners in the Scottish Traffic Area continued to concern the Scottish Traffic Commissioners.
