Which of the following most accurately describes the problem?

THE North-Western Traffic Commissioners were thanked at a public sitting, in. Manchester, on Tuesday, for expediting business by hearing on the same day corporation applications for consents to operate bus services and the applications for the road-service licences.

These applications were by Oldham and Ashton-under-Lyne Corporations and the Stalybridge, Hyde, Nlossley and Dukinfield Board in respect of a new service from the centre of Oldham to the centre of Stalybridge by a route opened up by the Lees New Road. The North-Western Road Car Co., Ltd., also applied for a licence for the route, and alleged that it had been cut out of participation by the cancellation of an agreement between the company and Oldham Corporation.
