Vehicles within scope are goods vehicles over 12 tonnes MGW.

The speed limiter on buses and coaches first used on or after 1 January 1988 must be set at 65mph for vehicles used on international journeys from 1 January 1995 and domestic journeys from 1 January 1996. New vehicles from 1 October 1994 will be limited to 65mph. Changes are also made to the speed limiter plate requirements.

SI No 3066—The Passenger and Goods Vehicles (Recording Equipment) (Approval of Fitters and Workshops) (Fees) (Amendment) Regulations 1993—cif 2 January 1994. Reduces the fees payable for the issue of an approval to fitters or workshops for the installation of tachographs.

SI No 3067—The International Carriage of Dangerous Goods by Road (Fees) (Amendment) Regulations 1993— cif 2 January 1994. Reduces the fees payable in respect of ADR inspections and certificates.

SI No 3068—The International Transport of Goods Under Cover of TIR Carnets (Fees) (Amendment) Regulations 1993—cif 2 January 1994. Reduces the fees payable in respect of TIR approval and certificates.

The Road Vehicles (Construction and Use) (Amendment) Regulations. increase in weight limits to 44 tonnes for articulated lorries and drawbar trailer operations carrying containers, swap-bodies or 'bimodal' semi-trailers, to or from rail terminals. Also increases weight limit for drawbar trailer combinations on five or more axles to 38 tonnes and applies 4.2m height limit to articulated lorries and drawbar combinations over 35 tonnes GVW. Anticipated implementation date early January 1994.
