Which of the following most accurately describes the problem?

• A weighbridge owner called in Trading Standards officers after owner-drivers carrying topsoil to a West Wales park refused to offload excess weight at the weighbridge site.

This was said by the prosecution, when owner-driver Stuart Thomas, of Coopers Estate, Tycroes, Dyfed, pleaded guilty to an offence of exceeding the permitted gross weight of his vehicle by 13%, before the Llanelli magistrates.

Five owner-drivers face a total of 21 overloading charges involving the carriage of topsoil to the Fembrey Country Park, based on weight tickets taken from the weighbridge.

Thomas was fined £840 and £150 prosecution costs.
