Which of the following most accurately describes the problem?

TFIE monthly Aatistics of bus service operation in Eire during December last complete the full returns for 1938 and reveal an all-round increase in traffic, as compared with 1937. Aggregate receipts from passenger fares on all wholly internal bus services amounted to 21,343,411, an increase of £107,065 on 1937. The total number of passengers carried showed a corresponding increase from 95,445,000, in 1937, to 106,252,000, last year. The total number of vehicle-miles run increased from 28,546,000 to 28,975,000.

These figures are exclusive of all cross-border services, which still continue to experience a shrinkage of traffic. During 1938, buses on these services ran 1,373,000 vehicle-miles, carrying 1,737,000 passengers, with gross earnings of £57,552, as compared with 1,452,000 vehicle-miles, 1,804,000 passengers and £60,965 gross receipts, in 1937.

The official returns divide all internal services under the headings of (a) Dublin City and suburban, (b) Cork City and suburban, and (c) other internal services. The Dublin City area showed the greatest increase in traffic during 1938, and receipts were £703,373, or £93,461 higher than the figure for 1937. The number of passengers carried, at 77,363,000, and the number of vehicle-miles rain, at 15,112,000, showed corresponding increases of 10,041,000 and 298,000, respectively.

Whilst the number of vehicle-miles run in the Cork area actually fell from 2,265,000 in 1937 to 2,264,000 in 1938, the number of passengers carried increased from 15,199,00c to 15,290,000, and receipts from £120,127 to 2120,981. Other internal services, running 11,599,000 vehicle-miles, carrying 13,599,000 passengers and earning 2519,057, showed increases of 142,000 vehicle-miles, 675,000 passengers and £12,750 in receipts, as compared with 1937.

Figures for the month of January last show that buses on internal services had a satisfactory month, receipts at £116,152 representing an increase of 211,687 on the 1937 figure. The number of vehicle-miles increased from 2,351,000 to 2,426,000, and palsengers from 8,580,000 to 9,619,000. Receipts on cross-border services at last showed a slight increase during December, 1938, the figure being £4,477, as compared with 24,415 in December, 1937. The number of vehicle-miles also Showed a slight increase, the total being 110,000, or 1,000 above the total for December, 1937. The number of passengers carried, however, fell from 145,000 to 142,000. The general position may thus be considered very satisfactory..
