• Hughes Waste Management has been refused a new Operators' Licence after failing to pay the renewal fee last September.

The company received interim authority to operate 82 vehicles in June, but continued to operate without licence authority in the intervening period. As a result it was convicted on three occasions of seven offences of unauthorised use.

Western Traffic Commissioner Chris Heaps also revoked its interim authority, on the grounds that the company failed to meet the requirement to be of good repute because of the convictions, and because its transport manager had knowingly permitted vehicles to be operated when there was no 0licence in force.

The company had chosen to pay its Western Traffic Area licence fees annually but missed the first payment which was due last September.
