and the rights of workers using them will be introduced by the DTI. The new rules will make it clear that under normal circumstances, "temps" supplied by such agencies have their contractual relationship with the bureaux rather than the host employer.
This forthcoming review was indicated in the Fairness at Work White Paper and will form part of a package of measures to update the current regulations, which are to be outlined in a consultation document later this year. Other issues to be covered include the: • need to ensure proper standards on reference checking; • rules requiring agencies to pay workers promptly and fully; and • obligation on agencies holding clients' money to safeguard it properly.
