Which of the following most accurately describes the problem?

• Garages wishing to MoT test light vans and cars with diesel engines are worried that the engines may fail during the free acceleration smoke test leaving them to pick up the repair bill.

The Vehicle Inspectorate (VI) says it has assurances that the engines will reach their rated speed safely. These are backed up by tests carried out over the past two months during which there have been no failures, says the VI.

It has, however, issued testers with guidelines to ensure the vehicle's oil warning light is out and to take the engine speed up gradually to check the governor is working prior to the smoke test.

The legal position is unclear and some workshops are looking for protection to an engine speed indicator on the print-out. Then if an engine fails below the rated speed it is defective: If above that speed then the governor is not functioning correctly.
