Which of the following most accurately describes the problem?

• Tolls on the Humber Bridge will rise on 1 January. Cars and light vans will be charged 21.50 (up from 21.20) and mini-buses and Belt commercial vehicles will be charged 22.90 (22.40).

Tolls on heavy CVs are already at the maximum level permitted by Parliament, so government approval will be necessary before any increase can be introduced.

The Humber Bridge Board wants to increase the toll for two axle CVs by 21.50 to £6.70. Tolls for three-axle CVs will rise to around £8.97, and for four or more axles to £11.21.

The proposed increases are designed to reflect increases in price since the bridge first opened in 1981.
