Which of the following most accurately describes the problem?

• The EEC has allocated an extra 125 multilateral permits to the United Kingdom. Operators are invited to apply in writing for extra permits to the International Road Freight Office at Newcastle Upon Tyne. Applicants must hold two or more allocations of bilateral permits, one of which should be for a minimum of 20 permits. These allocations should have been held at least since 1 January 1986.

Previous use of permits will be taken into consideration should the number of applications substantially outnumber the available permits, says the Department of Transport. Those applying should also demonstrate a good case for holding multilateral permits.

A proportion of the additional permits will be offered to good users of either bilateral or multilateral permits in accordance with existing DTp policy.

Envelopes, addressed to the IRFO, Westgate House, Westgate Road, Newcastle Upon Tyne NE1 1TW, should be marked "For the attention of Mr I Hutchison" in the top left hand corner, and must be received by 31 December 1987.

El The French authorities have confirmed reports (CM, 19-25 November) that they will drop the requirement for a carnet de passage for all trailers and semi-trailers entering the country. From 1 January the French customs will accept the trailer plate as a means of identifying the vehicle.

Transfrigoroute chairman Graham Eames says the carnet de passage is "the biggest pain in the neck for international hauliers," and claims the move by the French was hastened by pressure from the International Road Transport Union, Transfrigoroute in France and the Transfrigoroute International secretary general.
