Authority is advertising for a successor to Ian Smith, the director general, who retires next year. It has appointed Philip Haywood as director of planning following the retirement of Albert Booth this year. Haywood joined the authority in 1985 as chief planning officer, before that he worked for West Midlands PTA and British Rail.
