Which of the following most accurately describes the problem?

GOVERNMENT action is being taken about vehicles carrying dangerous loads. Many loads will be transferred from road to rail. And there will be greater preparation for what happens when there is an accident on the road.

This was reported in the Commons last week by Mr John Horam, Under Secretary for Transport. Most major industrial companies had been urged to consider making greater use of rail, for transporting dangerous loads.

But there were sound reasons why that could not be do,ne for some dangerous traffic — petrol being delivered to retail outlets, for example.

Mr Alexander Wilson (Labour, Hamilton) called for an inquiry into dangerous loads on roads and railways. Safety precautions on roads were better than those on railways, he claimed.
