Which of the following most accurately describes the problem?

• A report just issued by a DoE working group on one-man operated buses has revealed that the service in Hull is the speediest in the country. The report gives no details for individual towns but it is understood that the Hull services operate faster than any other and on average a Hull passenger takes only 2.3 seconds to board his bus as against the average boarding time elsewhere of 4sec.

The time buses stand at stops in Hull for passengers getting on or off is 9sec, compared with 14sec in other parts of the country.

Hull Corporation transport manager Mr Walter Haigh said Hull was in the forefront with o-m-o buses at present. He said, "Ninety per cent of our mileage is done by them and by the new year this figure will have been stepped up to 95 per cent."
